Many corporations want to establish themselves in Panama because Article 3 of Law 4 from January 9, 2009 allows them to participate in any legal activity. As long as corporations do not participate in illicit activities such as selling illegal drugs or laundering money, Panama's government will let them conduct business as they see fit.
This offers excellent advantages for people living in countries with tight corporate regulations. Some countries, for instance, will not let corporations do business with companies in enemy states. The United States, for instance, has an embargo against Cuba. This prevents corporations in the U.S. from taking advantage of profitable opportunities in that country.
Offshore corporations in Panama do not operate under such heavy restrictions. They're able to do business with whomever they please in any industry they choose. As long as the corporation doesn't break deal in any illicit activities, it is free to pursue all business opportunities
